URGENT - Chiller and Electric Heat Fan Coils

I have a clubhouse project in Florida with a 99 Ton Chiller and 107KW of heating Fan Coils, when sizing the service is there any way to derate these loads. Obviously the Chiller will most likely be running all the time and some FC will be calling for heating, so therefore both could be possibly running at the same time, can I use 220-21 or not?
 
Don't think so.....220.51 and 230.42 (2005 NEC)
I'm sure that someone else will post to confirm or disagree.
