I got an email about electrical licensing "United States Department of Labor's electrical standard; proposed rule- 69:17773-17842." Is there something in the works for a national elecrical licensing or similar?

This proposal appears to be an OSHA revision. I don't see anything on licensing?

I can't imagine how federal licensing would work.

The only reference I could find was the current weak definition of a qualified individual. The adoption of the current code as the OSHA standard now and for the future seems to give the osha inspector more power to enforce Electrical code however.
