I am wanting to attach a USB connector to a small 5v fan on a product to be deployed in a retail environment. I will either soldier it on and heat shrink the connection or I will use a USB screw down terminal block. Is this allowable without going through the certification process? Thanks. Tim

USB devices are not in the scope of the NEC, which is for building wiring. It is safe? Maybe. Should it be certified? Probably.
It comes down to cost vs risk.
I suggest you contact UL or ETL for advice, as your question is more of a legal question which we can’t answer

Its a class 2 circuit so see article 725, I think just the supply needs to be listed, but check me on that.
Interestingly I think any USB power supply made to the USB specification now theoretically falls under the new 2023 article 726 Fault Managed power systems, but it will probably take some time, possibly forever, before manufacturers of USB chargers/power supplies actually pay for a 'class 4' UL label for just the US market.
