USE-2, RHW, RHH for mast service

I get a lot of different opinions on this.

I would like to use 4/0 AL USE-2 for a mast type service.
Some say it is not allowed but if the cable says...

USE-2, RHW, and RHH, sunlight res, I cannot see any reason why putting this in conduit for an overhead service entrance is a problem

Article 338 only allows it to be used in underground installations.

Type USE. Service-entrance cable, identified for underground use, having a moisture-resistant covering, but not required to have a flame-retardant covering.

Type USE used for service laterals shall be permitted to emerge from the ground outside at terminations in meter bases or other enclosures where protected in accordance with 300.5(D).

The 2008 NEC seems to clarify that this installation is prohibited.

Heres what the new text says:

(B) Underground Service-Entrance Cable. Underground
Service-Entrance Cable (USE) shall not be used under the
following conditions or in the following locations:
(1) For interior wiring
(2) For above ground installations except where USE cable
emerges from the ground and is terminated in an enclosure
at an outdoor location and the cable is protected in
accordance with 300.5(D)

(3) As aerial cable unless it is a multiconductor cable identified
for use above ground and installed as messenger
supported wiring in accordance with 225.10 and Part II
of Article 396

Where did you find this information? Are these individual conductors?

DESCRIPTION
Annealed, solid or stranded copper or aluminum alloy (EC1350) conductor, insulated with an abrasion, moisture, and heat resistant cross-linked polyethylene.


APPLICATION
Type USE or RHW or RHH conductors are used in air, conduit or other approved raceways as specified in the National Electrical Code. USE or RHW or RHH can be used as underground service entrance cable, for direct burial at temperatures not to exceed 75?C; or when used as RHW conductor, temperatures are not to exceed 75?C in wet locations; or when used as RHH in dry locations, conductor temperatures are not to exceed 90?C. 250 MCM and larger sizes may be installed in tray per NEC Article 318. Conductor is rated 600 volts.

Table 310.13 lists RHW,RHH as having a fire risistance rating.Now if we can get the manufacturer to put a jacket over this combo rated wire,we can start putting this jacketed cable in raceways under.................!

I have recently installed type RHH/RHW-2 conductors which have a 2 hour fire rating.
 
I took a closer look at the writing on a piece of triplexed USE recently. They were not labeled sunlight resistant so wouldn't that exclude them from being used for an overhead service?
