Use of 3 phase 208/120 panel as 120/240 single phase panel, leave one phase open.

Can I use this panel for 240/120 V single phase by leaving one phase unused?

If no, which code section should I refer to?

It looks like this is a Power Distribution unit consisting of at least an isolation transformer and a breaker panel and maybe some type of noise filtering or UPS.
 
I posted a photo of the label since an earlier thread (https://forums.mikeholt.com/threads/using-a-3-phase-panel-on-a-120-240v-system.2566249/) discussing the same topic left the interpretation of the 208/120 label open and other had noted that the detailed specs on nearly all 3 phase panels allow for 240120 high leg use.

The panel shown is gross overkill for a 200 A residential service, but have a possible source for surplus $$ cost - would simply use the 480 section and transformers in the panels for other projects. Residential project has plenty of room for the large panel, and the big panel usre means there is LOTS of room to terminate some 250 MCM for long branch feeders to barns and outbuildings.
 
I'm going to say that wouldn't be allowed for use in your application. Its listed as IT equipment, not as a panelboard which limits where you can use it before even getting into the whole modifying listed equipment issue.

That said, those things are cool looking and now i want one as my house's breaker panel.....
