use of 4 Al service cable

In a shop being modified, an existing size 4 Al service cable (3 wire plus ground) is planned to be used to create a sub panel 150 ft from main shop service. Electrician says okay to splice Al to copper in a junction box prior to sub panel. Is this safe?

I gather the proper technique does not involve wire nuts though.

Is this SE cable? is it allowed to use Se cable for a feeder like this inside a building?
