use of a megger

I am looking for advice on purchase / use of a megger. I recently got wrapped up in a job that flooded during some recent storms. everything was under. Basically both main meter sections need to be replace but I would like to see if the cable is good plus some outerlying subpanels to help save some $. and in order to do this I believe i need to do a resistance test on the transformers as well as the wire. I have not had the opportunity to do this in the past. Any advice?

IMHO

Unless the wire/cable is rated for wet locations, once it gets wet, regardless of a megger test, its suspect.

Same thing for all the rest of the electrical gear.

A good megger is a expensive item. The one that I would recommend would be from the AVO company, formerly Biddle Megger Company.
There is a lot to be condidered before you purchase a megger.
(1) What is the equipment voltage that you are
dealing with?
(2) Do you have any experience with using a
megger?
