Use of ENT in a skilled care nursing facility

I am in the process of wiring a skilled care nursing facility. The sequence of rough wiring has caused a problem and the general contractor has asked us to install ENT in the patient bedrooms to use for the cat 6 data lines. Are there any restrictions in the 2011 code that would not allow this installation?
 
First you must determine if it is a patient care area or just a resident sleeping room.

Second I don't think the wiring methods need to comply with redundant grounding requirements of 517 for chapter 8 applications - but I could be wrong. If they did have to comply -then they would not only need to be metal raceways, but would also need an internal equipment grounding conductor to comply.

If its a patient care room, 517.80 is the code paragraph.

I'm not sure I understand the reasoning behind the requirement for a ground wire ran with Cat 6 cables that are in a metal conduit, but that's what the paragraph says (unless this meets the exception).
