Use of NM Cable in commercial buildings

I recently inspected a commercial building that was divided up into 5 separate suites. All interior wiring was mc cable with the exception of the feeders from the outside meter stack to a 200 amp panel in each suite. These feeders were ser cable ran exposed thru open storage areas of the building. Looking at Art. 338.10(4)a, ser cable in this application would fall under the requirements of parts 1 and 2 of Art.334, excluding 334.80. Looking at 334.10(3),it is my interpretation that ser cable or NM cable if used exposed in a commercial building,is not allowed. Any opinions on this? Thank you.

I agree. Sounds like they might be able to drywall over it to get the 15 min. rating.
