I should add: If the high rise is an apartment, then the NEC does allow Romex above three levels, but there is some building code requirements you must satisfy.

We had a journeyman wire above three levels with romex, and was told he had to pull all his wiring out, because it didn't meet a local building code.

Just my one cents!
