a dealer sets a 12x 14 bldg, on the ground for his sale people the utility will not allow the meter and service to be attached to this bldg.. they require a pole next to the bldg for the over head service ques .is can you just mount the meter base on the pole and run your service right in to the service panel in side the bldg . the pole is about 2 ft from the bldg, or do you have to put a service disconnect fed from the meter base and then run ser 4 wire feeder cable to the panel in the bldg. please site any articles which require this 2nd disconnect we are on the 2008 code thank you for any help

I believe you are in the PG&E territory and AFAIK they do not allow any unfused conductors inside the building. But I am not 100%.

Probably be easier if you have your service disconnect on the pole and a load center inside of the building.

Since both are technically separate structures, the AHJ may require a separate disconnect and a grounding system for the building and the feeder will be 4 wire system.

I don't understand why you aren't seeking out you POCO's web site.
Most have a contractor page and maybe even a PDF for your reviiew.
