There are times when a product is no longer available, but the product is available as "new old stock" or "reconditioned". Warranties on these are very limited, which means we have all of the liability if we were to use the product. I have looked and can not find anything in the NEC that addresses new or used equipment. Does anyone where this may be addressed? Perhaps NEMA? Appreciate any guidance here.

Buyer beware.
Much 'new' old stock has not been stored correctly over the years resulting in a lot of internal corrosion. Reconditioning is not possible on miniature molded case breakers, like those in loadcenters, so 'reconditioned' often means the outside was washed.

This is why language was added to the NEC.

I've seen a breaker broker "recondition" a molded case breaker. it consisted of a rag with some Armorall sprayed on it, wiped around on the surfaces to make it look shiny and new.
I don't think the Armorall would hurt the case

My idea was they wiped the case with a damp rag for the exhaustive reconditioning process.
