uses for 12/4(12/2/2) romex

Hi, I have a question about 12/4 (12/2/2) romex. I have the type that has a black,white,red and white with red stripe. Can the white with a red stripe be used as a neutral? I would like to use the black and white to feed a GFCI outlet and then use the red and white/w red stripe on the load side of the GFCI to back feed another outlet. The feed goes to an outlet on the ceiling of a garage. I would run the 12/4 from this outlet to an outlet on the wall to get my GFCI protection for the ceiling outlet and make it GFCI and readily accessible. Is this code compliant? Thanks
 
It is setup with 2 circuits. The white with the red identifies it with its mate, the red wire. It is not called 12/4. 12/4 has a black, red, blue and white wire with a ground , of course. What you want to do with it is fine.
