What are the ramifications if I use a 20A-250V Power Cord with a device that requires 16A-250V input?

Yes the unit came with a cord, but it does not fit in the UPS. I have cords for the UPS, but as stated, 20A versus 16A.

What is the device? Is it on at peak load for 3 hours or more?

Is the receptacle & plug rated for 20A at 250V?

The device is a Cisco 6500 switch. I am connecting to an APC UPS which has plugs rated at 20A-250V and 30A-250V twisted locks/(L6-20 & L6-30.

Having worked with those components myself, Yes you are fine plugging the switch in an L6-20.
