using a equipment grounding conductor for a grounding electrode

I have a meter and breaker combo that is on the outside and I go into the house with se cable to a panel that we should call a feeder and the service is outside. Can I bring my grounding electrode conductors to the feeder and have them go back to the service on the equipment grounding conductor?

No, they must land in the enclosure that contains the main disco, which is also where the neutral/ground bond is made.

Check 250.24 for "termination". The GEC must terminate at a location from the point of attachment to the service equipment ground bar.

What if you were to run the ground through a lug and put on an irreversible splice?
Be unusual, but you probably could do that (thru the interior panel to the service panel) with 250.62(E) taken into account.
