Using a pad-mount Xfmr as a j-box

Does the code allow you to make a feed-through splice, or use a pad-mount xfmr secondary compartment as a junction box? I'm doing an upgrade to an existing building service and this option would help with cost and downtime.
 
For the govt. the NEC may not even apply.

But regardless I can't think of an NEC section prohibiting what you propose.
 
Another option would be to mount a separate j-box on the outside of the xfmr to satisfy any concerns. But I can't find anything either.
This is my first post and appreciate the rapid response.
