Using a sub panel for a junction box

Is it permissible to run say (3) 12-2 cables into a sub panel, then splice from there to another sub panel? Im pretty sure they at least need to be grounded in both subs…? Both sub panels are powered by the service panel in the house. Thanks.
 
Yes, you may join pass-through cables in a panel.

The EGCs may simply land in the first panel they enter.

The EGCs can be joined to a single one large enough.

It's allowed, within reason.
You're supposed to label the panel with the location of the disconnecting means for pass through conductors, although I don't ever seen anyone do that.
