Using a white #12 wire marked as a hot for 220 applications

Im being told I cannot phase a white wire (12/2 romex) going to ac disconnect with no neutral required but i understand that as long as is cable,permanently marked with like phase marker we should be good ? 200.7

Yes you can re-identify a white conductor within a cable as an ungrounded conductor. This is done everyday with 240 volt circuits.

You should be careful about taking advice from whoever told you that.
As Infinity said, the correct term would be re-identify.
