In NEC 690.7 there is a not recommending using the ASHRAE handbook for the annual mean minimum temperature when calculating the Voc of a PV source circuit. I know this informational note does not specifically require the use of the ASHRAE index but is this typically what is used for determining tha average low temperature?
I've read information that says the record low temperature is too conservative for these calculations and that is should be the average low temperture. Is there another good way of finding this information for use in the calculation?
