Using LCL & “correction" (LML) = a 100% Loaded Sub-Panel True or False?

My question is and I have all ways thought that if you used the “LCL” x .25% (Lighting Calculate Load) and the “LML” x .25% (Largest Motor Load) in determining the total ampacitie of a sub-panel that you were aloud to maximize the panel to 100% capacity? Is this so and if so what section can it be found?

I would say that your "rule of thumb" does not tell the real story. The simple answer lies in the first sentence of Article 408.30. The panel must be rated for the load, with the load being based on a calculation performed in accordance with Article 220. The load calculation will include such things as adding and extra 25% for continuous loads (of which lighting is but one example) and an extra 25% for the largest motor.
