Using panel as raceway

Ok, here is the scenario. I have two 277/480 volt panels butted up next to each other. One marked LP for lighting and the Other marked MP for motors and VAV's. There are a bunch of 1 inch and 3/4 conduits coming into the panels underneath out of the slab. One of the 1 inch that comes into the the LP panel but was suppose to be located in the MP panel. Is it allowed to put a nipple in between the two panels and pull through one panel to get to the other. If not I guess the only way is to pipe out the ckt. over head. I can't set a box underneath panel because it only sits 2 inches above the floor.

Not a problem, check out 312.8 but read the whole section, don't stop at the first sentence.

That's why I like to install gutters above/below adjacent panels if the boss/customer will let me.
