Is it typically common to use a single set of CT's for both protection and metering? CT's would be C Class protection CT's and metering would not be any type of revenue metering. System is 4.16kV.

I've seen this done before but not sure how common it is or if its a good practice. Is it a better practice to have separate sets of CT's for each?

I guess only thing to consider would be CT saturation due to additional burden of both relay and meter however both are digital so burden are really small almost negligible. Fault current will be somewhere in the neighborhood of 2500A.

Common. However, protection CT is less accurate in response to current variations than a metering CT. So a dual CT for both protection and measurement is less accurate for current measurement than a metering CT.
