using two 100 amp breakers

is there anything wrong with using an exterior panel and installing an 100 amp breaker that feeds an interior panel that has a 100 breaker as the main; instead of using a Main Lug Only panel on the inside of a house. What I need to know is it illegal to do this; have a disconnect outside and then use one on the inside as well.

You clearly haven't seen the work some ECs do around here. .

I agree with Bikeindy though, this work should be done by a licensed EC.

Its fine, and not that uncommon. Many large ECs pay only a few dollars less for a MLO panel so they don't want to stock two different types.
