Using Used Circuit Breakers

While I was changing a residential service panel the other day, I heard the Inspector tell the homeowner that any circuit breakers that were installed in a service panel could not be "used". They were discussing the homeowner not being able to sell his "used" FPE breakers to folks with FPE panels. I didn't question the Inspector about a code reference because I wanted to get done and he is the type that will "find a problem" if he feels threatened. Can anyone provide an appropriate code reference?

just who the heck does this inspector think he is? even if it was against code to re-use breakers, its none of his business if the person sells them, its up to the inspector to enforce code, not police buying and selling of equipment.

Maybe he owns the local supply house.
