That depends on what type of meter is being used. Look at the bill to see if it show a demand which they usually give in KVA I think so they can calculate demand charges where they apply. I think some give both KW and KVA demand which would give you the power factor.
Most utilities bill on KW demand, some on KVA. If the bill indicates max KW as you say and that is what your customer is billed on (we used to charge $10/KW), the pf is irrelevant *unless* it's so poor as to trigger a low pf penalty. Our penalty kicked in if your power factor was less than 0.9. However it was so small that I never saw an industrial customer that could install PF correction capacitors with a reasonable pay back. It was always cheaper to pay the penalty.
