Are utility pole cross member allowed to be installed so that the cross member is located over private property? How far are they allowed to extend outward from the pole?
 
The utilities generally have right of way rights. Therefore they are allowed to have their poles and equipment in that area.

You can just about bet that they have at least a 10 foot easement.
 
Utility clearances must be applied with the conductor moved horizontally by a specified wind load depening on your location. Even if they have an easement, say 10', they can still affect the adjacent area simply by beingclos to the edge of the easement.
