My understanding is yes but only if the main breaker on the panel is the service disconnect.

While the code may permit this, you need to check with your utility. Ours requires that you have disconnect outside next to the meter for any utility interactive inverter connections. This is required even when the inverter output is connected on the load side of the service disconnect.
