In other words some people view it differently than you and you cannot understand how that can be. :D

I think you're just ribbing me, but that comment is actually pretty unfair. I've acknowledged numerous times by now that it's a legitimate debate and at one point posted a whole list of the code sections that can be used to argue for both sides. Along with ggunn, I'm one of those who's usually the first to state that a person had better check with their AHJ regarding either interpretation.

So NEC isn't being applied to them?

You might want to wade through the threads below before you decide for sure that the NEC isn't being applied, or how it's supposed to be applied.

Since it is normal to have multiple N-G bonds when there are multiple service disconnecting enclosures that are not PV, much of the questions come down to deciding if the PV disconnect is a service disconnect.

I did not look at those threads (yet), my reply was based on the fact that it was mentioned they were utility owned and that NEC likely doesn't apply.
