Utility meter line side of service disco

I have three phase and one neutral incoming electric utility service conductor into utility meter and then into main service disco.

The utility meter enclosure is bonded to the neutral. I looked at NEC 2014 section 250.80 but not sure if this rules applies to utility meter enclosure. Does it apply to utility meter enclosure or is their another code section that applies or utility meter not bonded to neutral but thru EGC line side if service disco?
 
A metallic enclosure on the line side of the service disconnect is bonded to the neutral as are all other metal parts. If the service raceways were PVC the metal enclosure would be not be bonded.

I dont follow if raceways were PVC line side of service disco then utility meter metallic enclosure is not bonded to neutral? What then would the utility meter metallic enclosure be bonded to lime side of service disco if PVC raceways?
 
250.80 does apply to the utility meter socket.
(That's really all that needs to be said but FYI meter sockets, even though they are for POCO meters, are covered in Art 312)
