Utility meter tap to sub meter

I have installation where incoming electric utility service conductors come up from underground into utility meter.

Inside utility meter there are five taps to five service disconnects with five submeter.

I always thought there would be trough involved however no trough at this location.

Furthermore there is grounding electrode conductors from the main utility meter and each five service disconnects.

Is there a rule in NEC that is in violation?

That sounds weird. A picture would go a long way toward helping us figure out what you have.

As far as troughs, we (poco) allowed them, but they needed to be pre approved. When done right, a trough can be a very good enclosure.

As far as “submeters”, is that really what you have? In most cases, in most jurisdictions, submeters are expressly *not* allowed. I let them go just a very few times (twice in twenty years maybe) when it made the most sense from a practical perspective. The two that I’m remembering were oddball, special situations.
 
Attached is picture. Only one utility meter. There is no sub meter when I went back and looked at the site.
