Utility outside green transformer

4,000 amp service with a outside utility transformer the utility power comes in

and we brought secondary conductors 277/480 into switchgear mdp.

my ? Is that at the utility transformer outside they bonded xo and ground

so do I have to take out the bonding jumper out of the mdp that bonded nuetral and ground

Bc xo is bonded at utility transformer?
 
NEC requires bonding at the service.

Because of the way the NEC and utility rules interact you end up with multiple bonds.

There are good arguments to be made that these rules should be changed, but under current rules you have to bond in you mdp.
