I know the NEC says the Utility companys Line Excel Energy & qwest are Exempt from appling to the NEC requirement however when someone like Qwest put a cable coming out a Pedestal feeding a phone Line, (either temporary or long term) what Criteria would apply as the ped's are not directly on the utility property, and the ground around them are not for their exclusive use (at lease not that I know of) Likewise what applies when they attach cabling to street light poles?

keep in mind the NEC basically starts at the point where you attach the service to the property being served and I think you have your answer.
 
The Light Poles, I can safely say are not owned by Qwest, the Pedestals I would say are Likely Qwest, I will have to ask the electrical Foremen of our company if they are "Ours" or Excel energys If they are Ours,(i.e. who changes the bulbs) Qwest would have to get Permission, from our Electrical department, otherwise if Excel energy Owns them I suppose there isn't much I can Do.
