Utility service neutral connection at main switchboard?

What is your opinion, based on the NEC 250.24(C), on where to terminate the utility service neutral conductor in the main service switchboard - Neutral bus or Ground bus?

According to NEC 250.24 (C):
"Grounded Conductor Brought to Service Equipment.
Where an AC system operating at 1000V or less is grounded
at any point, the grounded conductor(s) shall be routed with the
ungrounded conductors to each service disconnecting means and
shall be connected to each service disconnecting means
grounded conductor(s) terminal or bus. A main bonding
jumper shall connect the grounded conductor(s) to each
service disconnecting means enclosure. The grounded
conductor(s) shall be installed in accordance with 250.24(C)(1)
through 250.24(C)(4)."
 
I dont think it matter as long as:
1. its connected to the same bus as the GEC
2. its connected to the same bus as the grounded conductors

If you have a manufacturer specifically calling out a bus bar as EGC vs grounded conductor, I suppose one could cite manufacturers instructions 110.3(B).
