Utility service size charge

Hello everyone. I heard once before but I am not sure if it was correct or not. Do utility companies charge for your service size every month or just usage or both? Just wondering. Maybe some of you have seen this before?

I am sure this will vary from one place to another.

Around here it often depends on the load, not just kW but kWhrs used per billing cycle. If you have a large load but don't use it that often it cost more for equipment to provide that power when needed. If you are loaded all the time POCO return on investment is shorter and they are willing to give you better deal. Usually for the lighter loaded situation you may pay construction charges up front just to be able to have power.

There is also a monthly charge for most customers that you pay even if there is no consumption for a particular month, usually only 15 dollars or so.
 
I c. I have a heard of a flat rate even if there is no use. As far as residential I guess it's only up front charge on a new service. Probably have to check with them.
