Wondering if a utility (Duke) smart meter is also a data logger? Obviously it constantly measures voltage, usuage, etc but would it store information on spikes and surges or other power anomalies on the supply side?

Quite possible, but depends on the meter and how it's configured. Probably less likely if it's residential single-phase. The hard part would be getting the POCO to give you the data.

I had a CT’d service with Duke that had issues and on that meter they had some voltage logging but it wasn’t recording at intervals that could help identify our problem. They still had to put an external data logger on it. The problem was their secondaries to our tap pedestal were half the size they should’ve been on a 1200A service. Presented itself through intermittent tripping of about 80 GFCI breakers. Melted the lugs in the pedestal. Took a solid year of back-and-forth before they figured it out.
