Utility transformer grounding electrode bonded

I have utility transformer outside building with service conductors going into 1200A tap box which then has four service disconnects.

The utility transformer has ground ring with ground rods. The four service disconnects each have grounding electrode conductor going to bus bar. From bus bar there is grounding electrode conductors going to steel, water pipe, triad ground rods.


What I also noticed is their is bonding jumper from triad ground rods to the utility transformer ground ring with ground rods.

I understand that all grounding electrodes need to be bonded at the building but does the utility transformer ground ring with ground rods should also be bonded?

Somewhere along the conductors between the Power Company "supply" and the Premises "load" there is a NEC Article 100 defined "Service Point". The NEC applies on the load side of the Service Point. The serving Power Company will have its own regulations.

Ok but the question pertains to 250.50 all grounding electrodes present at building 250.52 shall be bonded to form grounding electrode system. What if that grounding electrode qualifies 250.52 but happens to be utility transformer grounding electrode so you then bond that as well?
 
250.50 says all electrodes present at each building or structure shall be bonded together. You wont find a clear answer in the NEC as to what sort of distance/separation constitutes being "present". I would like to see them NOT connected together to avoid neutral current continuously flowing on the GEC. The only thing I could cite to justify my position would be 250.6 but its a grey area because objectionable current is not defined
