Utility Transformer Grounding

It has been my understanding the equipment grounding conductors should not be installed along with the service entrance conductors being installed to secondary compartment of the utility company’s
pad-mounted transformers. Is that correct? Please advise thank you.

Correct. There is a possibility that you could have a bonding jumper to something, but most of the time any bonding for say a pull box is done by bonding to the grounded conductor in the box.
