Utility Transformer Pole Ground

I am interested in other views of utility transformer pole grounding. NESC Rule 94B indicates that pole plates and butt wraps are not to be the only grounding electrode at transformer poles.

I rarely see more than a butt wrap on transformer poles around here, particularly in areas served by smaller cooperatives.

What are the practices of other utilities, do they use a ground rod, or is the connection to the system neutral counted as another ground connection?

Utility Transformer Pole Ground

The reason for this requirement is that a driven ground rod has approximately twice the exposed surface then the butt wrap. Pole movement may reduce both surface contact and pressure and wicking action of the pole would dry the soil around the pole, both which would increase earth contact resistance. The utility in this area do not rely on the butt ground only and will install a ground rod.

You're not likely to see them but I bet if you did some digging around the poles in your neighborhood you would find a ground rod.
