Why is that you never see Poco meter people wear cal rated suites while turning on meters that are a part of a large service with alot of fault current. They only wear t shirts (fr)and use wiggens meters. Which are not cat 4 rated.

Because until recently they were not required to. Just last year the NESC adopted some of the arc flash requirements from the 70E (They made thier own version). The NFPA 70E has had arc flash PPE requirements for 9 years and only now are some EC's getting up to speed, I will take awhile for the POCO's to get complaint but they are in for a culture change too.
I have been seeing the Poco guys around here put protecive jackets on along with face shields etc... they all wear long sleave shirts and pants that have the triangle logo on them.
