I have an inspector who is going to fail one of my jobs because I am using flexible cable (12/2 w/ground SO, SJ cable) that is not labeled as being UV rated to connect a piece of equipment outdoors

Is there a specific type of flexible cable that would be UV rated?

Is this a valid code issue?

This is a valid and common code issue. You will have to check with the manufactor.
While so is very good, I don't think it is sun rated. It would probably get brittle in a couple years.
Some uf is sun rated. Your best bet is to use thhn and put it in car flex.

yes, the proper cord will say "sunlight resistant" on it (or in its documentation) get a cut sheet for the particular cord you used and you might be ok.

For cord that will last the longest outside, look at Carol Super Vu Tron.
