vacation rental violation

Enjoying my vacation with the wife and kids. Rented a condo in Kissimmee, Florida. Couldn't help but to share this picture of working space violation. They did cut the middle shelf away from the panel far enough so the door will open!!

Saw a similar situation in a whole building of assisted living units. Putting the panels in closets (the situation there) is asking for trouble as people try to maximize use of space.
Not a breaker panel though, thinking back, just a phone and cable access box.

Looks like a laundry room (sign on the wall).

That is what happens when people who think things are "cute" have control.

Never have a problem like this one when the panel is behind a door. Makes me wonder why there is so much hand wringing about it.
