Vanished wires

Besides the anchor bolt problem, these wires were no where to be found in the next joist bay when the insulation was pulled back. I have no idea where they disappeared to. They appear to be pinched under the sill plate but I can't figure out for the life of me how they got there or why. The other side was a finished garage wall.

Looks to me like they turn under the joist before the sill plate. I wouldn't say that they're pinched since the joist is 1.5" above the sill plate.
