Should 422.51 apply to a machine that takes bottles and cans, should it be considered a vending machine? Webster's definition says vending machines dispense merchandise for money.

It appears that what you have dispenses "money for merchandise"

For what it's worth I think I would still have to view this as a "vending machine". I guess if I am going to err I will choose to do it in the interest of public safety.

Yes, it should apply...and probably does.

422.1
This article covers electric appliances used in any occupancy.
Forgetting the term "vending machine", this item is merely an "appliance". Article 100 defines an appliance.

Reguardless of what Webster considers a vending machine I agree and thank you for your responses.

Always check the definitions in 100 first....NEC and Webster aren't always in agreement ;)

When you say 'takes bottles and cans', do you mean one of those recycling machines where you throw merchandise in and get money out?

I'm thinking it's something like these:
