I was just at a house that had two 200 amp panels, side by side and an 100 amp panel beside them (fed from one of the 200A panels ). I notice three conduits going outside. One going into one of the 200A panels and another going into the other panel. Then there was another going into one of the 200A. I ask the home owner about it and he said the electrician said it was heat/vent. Now this was not the panel that was feeding the subpanel either, which it should not matter. I never heard this before or seen it before. I would think birds or mice would get in. I checked outside and this conduit was sticking straight out, no cap or anything.

Is it an automatic panel washing feature? Perhaps they need to add a funnel at the top, to more efficiently capture the rain.

sounds like a load of something that smells bad. I think you need to cap, or remove the "vent" pipes. Water and rodents seem to have a way of getting into places they shouldn't be without a welcome mat.

Something like this may become a necessity when panels are loaded up with AFCI's ;)

In reality, if there are some heavy loads I don't think it's a bad idea if critter screens are installed.

I have seen a fair number of electrical boxes of various types with vents in them. I don't see how it is a violation in and of itself.

If you've got that kind of heat generated at the panel there is a good chance you're in code orange on the melt down scale, or at least yellow.

Gonna hose someone, let's go all the way...

Stick a real drain on the vertical section (spin that "vent" downward thar boy) with something like this...

EYD has drain on the bottom, and is

Explosion proof to boot!

Means it will stand up to whatever heat needs to be drained off!

If you're buying into this, sell ya some beach front property in Florida too....
