Verification of outlet ground

Can someone recommend a procedure (using a ohm-meter) to verify that the ground connection in a outlet (120) is connected and sufficient.

"Connected" is easy: Test between neutral and ground for continuity.

"Sufficient" is harder: Checking connections, wire sizes, and calculations would be involved. "Sufficient" is generally perceived as a breaker clearing a ground fault in less than a second.
 
Typically when we are asked to verify ground resistance this is to a know ground. We use an earth ground resistance tester with the two point test method. The results are still somewhat limited due to lead and connection impedance. But this is generally the test set requested in the project specifications
