Vertical clearance requirements question

Am I reading correctly.

225.60 ? 22kv to ground or less (which is also 600v or less) states clearances which are greater than 230.24?

For branch circuit and feeders which are protected, the clearances for conductors are higher than service conductors which are unprotected ?
 
Okay. I'm thinking 225.15 would come into play.
Would probably have to look at the voltage line to line and not line to ground

225.60 is in Part III, which is for over 600V installations.

230.24 is for not over 600V... but Part VIII doesn't supplement or modify 230.24 but the Informational Note of 230.200 refers one to the NESC for clearances of service conductors over 600V (enforceable???). I imagine the NESC has similar if not identical clearance requirements as 225.60

Look at 225.18.

Line-to-line voltage is used for the nominal voltage determination.
