Very low voltage at switch

I am reading 2 to 10 volts off the wires at a switch box in my bathroom.
Under my house I found the line that runs up to this switch and it looks like mice got at it. The outer sheathing is gone, but the wire coating for the wires themselves seem to be intact. I plan to replace it regardless but does this seem like a likely cause of my problem? Tried to post a picture but it wants a http link.
