Very Small Sub-Panel Connected to a Much Larger Transformer

My Customer (Owner) wants to use a 480V-208/120V, 3 Phase 30KVA transformer (Existing) with a 60A Disconnect Switch (Existing) for the Primary protection which should be okay, although not necessary (50A should suffice). However, he wants to use one Branch panel (Sub-panel) on the secondary no more than 20A. Can it be done, even though the capacity of the transformer is about 100A? His load is a couple of receptacles and a couple of lights (2-3A) just to show the property to prospective tenant(s). This is a light Industrial/Commercial facility (warehouse) which he purchased and wants to rent it out to the prospective tenant(s). He says, it will be the tenant's responsibility to design the power distribution based on their needs. Your quick response will be highly appreciated. Thanks a Lot for your assistance.
