Vfd used for non motor load

Rotary phase converter would be best for that. VFDs don’t really make 3 phase that is useful for anything other than AC induction motors. The output needs the motor to make it appear to be AC. For anything else, it’s just a hash of alternating DC pulses.
 
For such a small load a UPS is probably as good a choice as anyting. You can get them with single phase input and three-phase output. Not real common but available.

That's the way I would go. Actually we supplied a few. Not really mainstream business for us but they were sometimes tacked on to other projects to keep it all under one roof.
