VFI MV Transformer

We are installing an MV Transformer that has been specified with VFI. It is customer owned and the primary side of the transformer is the service. Does the VFI qualify as Main Service Disconnect?

I'm using 230.205(A) as the basis for the discussion and interpreting that because we have to open the door to gain access to the switch mechanism in order to open or close that it does not comply with the article.

Article 230 Part V and VI covers Service Equipment General and Disconnecting Means. I would imagine that the VFI doesn't meet many of those requirements, such as being marked as being suitable for use as service equipment and plainly indicate whether it is on or off.
